Its like his email was just an automatic response and actually had nothing to do with what you said. Maybe you should go in person. I find that that often helps. Print out what the exchange so far and just sit until someone makes time to attend to your problem. They need to pay attention to the students they have right now, forget about the incoming freshmen.
